COP28: From Phase-out to Phase-down Fossil Fuels

The term “phasing out” fossil fuels implies an outright cessation of fossil fuel usage, aiming for net-zero carbon emissions by a set date. In contrast, “phasing down” is a more gradual approach, reducing reliance on fossil fuels without strict targets for net-zero achievement. The reality is more nuanced than it appears.
